General Introduction

Solution

The solution is deployed in coastal communes of Thanh Hoa province to build an intelligent management and monitoring system for all fishing vessels, including active and inactive vessels. The system upgrades voyage monitoring equipment to standards according to Decree 37/2024/ND-CP, equips real-time surveillance cameras, and provides early warnings for violations such as border crossing, signal loss, or insufficient operating time. Additionally, it invests in information infrastructure and QR code applications for product traceability, supply chain transparency, analysis support, resource forecasting, and aquatic product management. The project also organizes training for operating personnel to ensure effective implementation during the 2025-2029 period.

Practical Needs

Currently, fishing vessel management in coastal communes of Thanh Hoa faces difficulties due to the large number of vessels, unsynchronized monitoring equipment, and scattered data. Voyage control, port entry-exit, and violation handling are mainly manual, causing inefficiency, and coordination between forces remains limited. Meanwhile, the requirements for origin traceability and compliance with Decree 37/2024/ND-CP demand a synchronized digital system to monitor, manage, and ensure transparency in aquatic exploitation activities.

Legal Basis

The solution is built on the basis of compliance with current legal regulations on managing aquatic exploitation activities. Specifically, Decree 37/2024/ND-CP amending and supplementing Decree 26/2019/ND-CP details the implementation of the Fisheries Law, requiring fishing vessels to be equipped with voyage monitoring devices, cameras, and real-time data transmission. Decree 42/2019/ND-CP clearly stipulates penalties for violations in the fisheries sector, serving as a legal basis for warning and handling violations through the system. Additionally, Circular 21/2018/TT-BNNPTNT guides the recording, reporting, verification, and certification of aquatic product origins, forming the basis for deploying digital traceability technology in the solution.

Main Features

Management of Recording and Submitting Voyage Monitoring Data

Voyage Monitoring

Uses built-in GNSS global positioning chip on mobile devices, always receives over 20 satellites at sea, stable positioning error of 3m level, data recording frequency based on movement distance.

Sovereignty map of the East Sea, Truong Sa, Hoang Sa. Each position is recorded with information on time, coordinates, depth, and sea area.

Mark positions where vessels enter prohibited sea areas. When the vessel receives permission to enter port, it automatically sends recorded voyage monitoring data to the database.

GeoJson format data is easy to display on map background and check detailed vessel voyage at sea, contributing to removing the IUU yellow card.

Warning When Vessels Have Unusual Behavior

Violation Warning

Real-time data, mark violation positions in voyage monitoring data records. Update changes of sea areas in the database on the server.

Automatically send SMS warnings and allow two-way calling from the Center to fishing vessels and vice versa even when phone signal is lost.

Fishing Trend Analysis, Forecasting

Analysis and Forecasting

Based on data from exploitation logs, the system analyzes and provides warnings for areas/species with increasing/decreasing exploitation trends.

Resource yield forecasting: Forecast potential exploitation yield by area, season. Support fishermen in choosing effective time and location to go to sea.

Resource depletion risk warning: When exploitation yield in a sea area/with a certain seafood species exceeds the sustainable threshold, the system automatically warns competent authorities.

Resource data storage and management: The system stores data on catch volume, estimated reserves, spawning season, distribution area... by time and region to serve lookup, reporting, and analysis.
