General Overview
Our smart environmental monitoring solution is an integrated system that enables the collection, analysis, and visualization of weather and air quality indicators across multiple monitoring points. Capable of collecting data such as temperature, humidity, wind speed, rainfall, particulate matter (PM), atmospheric pressure, and harmful gases like O₃, SO₂, NO₂, CO, etc., the system provides a comprehensive picture of environmental and weather conditions in each area.
Through an intuitive software platform, data is stored, processed, and displayed in real-time on a digital map, assisting regulatory agencies in monitoring, early warning, forecasting, and creating environmental bulletins. It also makes public information easily accessible to citizens. Notably, the system extends to include artificial intelligence (AI) to automatically generate and broadcast daily weather bulletins via a smart broadcasting system – a key component in our VNMAP ecosystem.
Hardware
At the core of the solution are specialized sensor stations designed to collect both weather and air quality data. Each device includes:
- - Sensors for meteorological parameters such as temperature, humidity, wind speed and direction, rainfall, and atmospheric pressure.
- - Sensors for analyzing air quality: concentrations of particulate matter (PM1.0, PM2.5, PM10) and harmful gases (CO, NO₂, SO₂, O₃, etc.).
- - Local edge computing capabilities for on-site processing and storage, enhancing responsiveness and reducing central infrastructure load.
- - Flexible network connectivity (Wi-Fi, 4G/5G, LoRaWAN, or Ethernet) ensures continuous and reliable data transmission.

Problem Statement
In the context of Industry 4.0, science, technology, innovation, and digital transformation are critical drivers of sustainable development. Resolutions 57-NQ/TW (2024) and 68-NQ/TW (2025) affirm the role of science and technology and the private sector in promoting innovation and building an independent, self-reliant economy. Faced with the impacts of climate change, the need to develop early warning systems for natural disasters is urgent. The authors propose VNMAP IQAir Edge-AI – a low-cost early warning solution for floods, landslides, and forest fires, applying AI, IoT, and digital mapping technologies, contributing to protecting the population and achieving the national digital transformation goals.

Thanh Hoa – a large province with over 4.3 million people and diverse terrain – faces numerous natural disaster risks such as flash floods, landslides, and inundation. During the transition to digital governance and digital economy, the province has strong potential to invest in technological solutions for risk management and early disaster warning. The VNMAP IQAir Edge-AI solution is designed to fit local conditions, enabling the integration of topographic, weather, environmental, and population data to provide forecasting and early warnings down to the commune, hamlet, and household levels.

Facing the challenges of climate change and extreme weather events, the need to build early warning systems and data management at the commune and hamlet levels has become urgent. In the context of two-level governance (Province – Commune), the transition in management methods and public services requires flexible, easily integrated digital platforms. The VNMAP IQAir Edge-AI solution is proposed to strengthen the capacity to collect and analyze real-time data, apply AI and IoT in early warning for floods, landslides, and forest fires, support the development of smart rural areas, digital local governance, and contribute to digital transformation, sustainable development adapted to climate change.

The VNMAP IQAir solution aims to build a multi-layer digital map platform integrating GIS, IoT, AI, Machine Learning, and big data, serving environmental monitoring, disaster early warning, and sustainable development management at the commune and hamlet levels. The system enables comprehensive digitization of local data, connects IoT sensors and automatic measurement stations, performs risk analysis using AI, and integrates smart broadcasting and community digital mapping. With an open data structure that is easy to integrate and deploy flexibly, the solution contributes to promoting digital transformation at the grassroots level, developing smart rural areas, and strengthening disaster prevention and mitigation capabilities, in line with the direction of Digital Government and Digital Economy.
